Pelaksanaan Reforma Agraria dalam Pendaftaran Tanah Bekas Pelepasan Kawasan Hutan di Kabupaten Pasaman Barat

Abstract

This study analyzes the implementation of agrarian reform, specifically the registration of land from released forest areas in West Pasaman Regency, and its constraints. Agrarian reform is considered crucial to resolving various land issues and improving community welfare. The research employs an empirical juridical method with a descriptive-analytical approach, using primary data from interviews and observations, and secondary data from legal materials. Findings indicate that the implementation is still in the preparatory stage of mapping areas in three nagari (Muara Kiawai, Aia Gadang, and Sasak) targeting approximately 650 land parcels, following the instruction of the National Land Agency of West Sumatra. Internal obstacles include technical execution constraints, limited human resources, and supporting documents. External obstacles stem from the community, such as low understanding of agrarian reform and perceived complicated requirements from the Land Agency. The study concludes that implementation requires institutional capacity strengthening and intensive public outreach.
