Abstract

Complete Systematic Land Registration, hereinafter referred to as PTSL, is the first-time registration of land carried out simultaneously for all land registration objects throughout the territory of the Republic of Indonesia in one village/sub-district or other equivalent area, which includes the collection and determination of the accuracy of physical and juridical data concerning one or more land registration objects for registration purposes. How is the implementation, obstacles, and efforts of the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 concerning Complete Systematic Land Registration at the Pasaman District Land Office? The approach used is the Statute Approach, which is an approach to problems through legal research by looking at existing legislation in relation to its practice in the field or to the facts surrounding the problem. Currently, the implementation and application of PTSL at the Pasaman District Land Office is running well. As part of the national target for the 2024 fiscal year, the Ministry of Agrarian Affairs has set a target for Pasaman Regency to register 5,000 plots of land, consisting of 3,000 plots undergoing the process of issuing land title certificates and 2,000 plots undergoing the land registration process, which only involves basic mapping and digital mapping (non-certificate). The objective of the Complete Systematic Land Registration (PTSL) is to accelerate the provision of legal certainty and legal protection of land rights to the public in a definite, simple, fast, safe, fair and equitable manner so as to improve the welfare and prosperity of the people and the national economy, as well as reduce and prevent disputes from land conflicts.
