Reformasi Birokrasi dalam Kerangka Good Governance: Meningkatkan Efisiensi dan Efektivitas Layanan Publik

The study examines the attempts to reform bureaucracy in Indonesia within the framework of promoting good governance, with a specific focus on the objectivity of the State Civil Apparatus (ASN) during the competition between candidates running for Regional Head positions. Good governance necessitates a government system that is open, accountable, and inclusive in order to enhance public service quality and uphold fairness in democratic processes. This research seeks to assess how ASN rights are exercised in elections and how the loyalty of ASN personnel affects career advancement, utilizing a doctrinal approach and firsthand information gathered from the region of East Kalimantan Province. The aim of this research is to enhance the understanding of how ASN contributes to maintaining bureaucratic impartiality and the impact this has on effective governance within communities.
