Prosedur Penyaluran Dana Kapitasi Jaminan Kesehatan Nasional Di Upt Puskesmas Sungai Lebung Pemulutan Selatan (Oi)

Abstract

This study aimed to analyze the procedure of national health insurance (JKN) capitation funds distribution at Puskesmas Sungai Lebung. Capitation funds were funds paid by the health BPJS to Puskesmas as health service providers for JKN participants. The research method used qualitative approach with case study design involving medical staff, Puskesmas management, and the society. Data collection used in-depth interview, observation and document analysis. Analysis results showed that there were several factors which affected the procedure of national health insurance (JKN) capitation funds distribution at Puskesmas Sungai Lebung such as lack of understanding about remuneration guideline and other regulations, and the lack of human resources. There were efforts of Puskesmas management to improve transparency and accountability in using that capitation funds by conducting accountability regularly. It could be inferred that the importance of enhancing the controlling on accountability of national health insurance (JKN) capitation fund users by Puskesmas was to guarantee the transparency and to increase qualified human resources.
